Basically two things: devotion to country and political skill. This was in sharp contrast to Greece, which failed to unify voluntarily, and made Rome much stronger. Patriotism was another very important factor. The Romans were so dedicated to their country and cause they kept fighting even in the darkest days after Cannae. No matter how bad the news they kept trying again and again until they finally won. As part of this determination, the romans were willing to learn from mistakes, build the most effective fighting formations and even copy enemy weapons and ships when necessary. Dedication and political skill made Rome practically invincible in the Mediterranean.
